It appears to change in Census on something like a week to week basis. Then at the end of the year something else does it. More then one Census is involved [ each test/census might have different results].

I would say it is a place that is not reporting properly. Like where I live there is more crime physically visiable then is counted these days. The police are there but they don't add it to anything and then if people nag them they make up stuff. Like our Apartment complex was being sweeped by Cruisers, Holicopters, and Police on foot with Flash Lights (some dogs too it sounded like). They were checking everywhere and bugging random people. We called the News to ask what was going on and if they knew about this and all they knew was is there was a Mugging nearby *rolls eyes*. When I was in a Multi-Car accident,.. nothing would come out to check us or help us or anything. They just had gotten burned out on this neighborhood back then. We had alot of people die from crimes like shoot outs here in a 9 month period and the News wasn't aware,.. then for one of them the News was here and did put it on TV. It was because it was weird,.. some Drug Dealers had a corpse sitting around in their house while people kept going in and out of it like it was a party or special event (many many customers) and when people were asked they said " I thought he was asleep or had Overdosed, I didn't think to touch him". He had been shot (to death) up and put inside the apartment.
