Or maybe you have to be more clear on your question. If she has the child that is sick and needs the money for that child, and the child that she is paying on is healthy. She would have to get a court order to stop making payments but she still needs to pay, she had the child.

Yes of course so if she is ordered to do so. However, she may seek a modification thru court or thru child support enforcement if she has extraordinary expenses for another child. For past due support she can argue equitable abattement.

I wouldn't see why not! There is no reason any parent can reframe from paying child support because of a sickchild, that should give them more of a reason to assure their baby has a fullfilling life.
