Just wondering so I can place a question on one side and an answer on the other. Is there another program I can do this with if it doesn't work here?

Do you need the line? Use tabs (click on the ruler on the top and then every time you hit tab it will go there). You can also use the draw tool to make the vertical line if necessary

Excel may be much easier - the columns already have your formatting set up for you and are very easy to adjust column width or delete extra columns if you want to move all your data over =)

Can make two columns. The easiest thing would be to type the questions in with a large (4 in+) margin on the right, and then put in a text box to mimic a right column where you put the answers in.

I think you can do it in frontpage otherwise, but I've never used it.

Try using columns or tabs... and you can also use Excel
