This concerns the Montgomery glands. Is there anyway to make the bumps smaller?

Not that I'm aware of - they're part of the breast, not the skin, and just like nipples (or breasts as a whole!) they vary in how prominent / obvious they are.

They are useful! They are oil-producing glands which help keep the skin of the nipple soft, supple and infection free.
