To start with, a man who would stare is being rude. A thoughtful man, especially one my age, wouldn't stare. Now, as far as looking is concerned, a man looks because he likes what he sees. It has nothing at all to do with being "happily married." How simple is that. It is a fact of nature, and cannot be changed.
By the way, I am a 60-70yr old guy.

Now, really. That is the most easily answered question in the whole world.
Beauty is a stimulant for the human psyche. Beauty also stimulates the libido.
Any man that is mature and healthy that also appreciates beauty, (acceptance and admiration of beauty is another attribute of maturity,) will also admire that beauty.
If she is dressing modestly, he is most likely admiring the whole package. But maybe he's just completely oversexed, and not thinking straight, as follows:
If he is staring at her chest, either he is admiring her beauty without being a bit discreet or thought for her feelings, OR-- he has learned to sleep with his eyes open, OR he's not quite as happily married as you seem to think.

"dirty old man" this phrase has been around forever--
if you are the one who is getting the stares--you might say "can you look at my face when we talk?"
or just stay away from this guy. "happily married" does not cure a filthy mind. the mind still thinks what it will--you cannot change that mind--but you do your best of avoid it--or confront him and bring out your anger! let him know," i am a human being with feelings and you make me feel like dirt!" just remember the dirt is in his mind--you are not dirt!
and it will never matter how a girl dresses--they will always have their eyes on the chest--

Because he is still a man! He might not mean any harm, he might not realize he is doing it.
Then when he goes home to his wife, he is ready? See?
Sometimes modestly dressed people are more attractive then those who reveal to much.
If there are other motivations, and that is a possibility, I don't know what to tell you.
Might be best to stay clear of it.

He's trying to remember when his wife looked like that.
Just becuse he's old doesn't mean he isn't a man, sexual thoughts don't just shrivel up after 40. He could be a little more discreet, though, since it makes you uncomfortable.

They maybe be old, but they are not dead, and as long as a man is alive he will never loose the desire to look at pretty young things.Besides that makes them feel young again, and dreams don't cost a thing. Don't be too upset, as long as he keeps his hands to himself, he's harmless.

men no matter what age will always look @ a young pretty girl. I have seen men as old as 97 act like they are in puberty. They will until the day they die.

Because men are men. Sexual urges don't stop and you don't mentally die because you are old. Also, my personal opinion, people are like art, you go to the museum and admire the artwork, doesn't mean you want to take it home.
