It really depends on the cologne and perfume. It comes down to volatility of the liquid.

Volatility is how readily a liquid will become a vapour. We sense the vapour of the cologne/perfume. The one which is more volatile will spread the scent faster and spread out more. The more volatile a cologne/perfume is the sooner it will be in higher concentration in a closed environment.

It also depends on the molecular structure of the cologne and perfume. The heavier of which (cologne or perfume) would spread slower than the lighter one.

Diffusion is from a place with higher concentration flowing to the place with lower concentration.
