right click on fire wall icon in system tray then open it, then select settings and enter the site you are using to view the cam on in the allow list.and send me some pic's of the naked babe.lol

The firewall program is blocking the incoming signal for a reason. You could adjust your firewall settings to allow the signal but the last computer my roommate did that with had with had the hard drive fail less than a week later. he would press the system power button and the had drive would make a clicking sound. his data was toasted gone to digital heaven. concider yourself warned.
