. First, no one ever counted the years as so many years B.C. during the B.C. years. All calendars reckon the years as all positive, starting form some more or less arbitrary year 1.
. The naming of years as "before Christ" only began many years after the life of Jesus as historians starting writing about history before Jesus was born and relating it to the calendar adopted by the Roman Catholic Church. That calendar was adopted long enough after the life of Jesus, by a government which had paid little attention to Jesus when he was here, that there was uncertainty as to what year they were in when it was adopted.
. So, in talking about the positive years, they begin with some year which was guessed to be year 1 of the life of Jesus. The years before that, naturally enough, would not count out 0 years before Christ. In counting back, they would always count 1 or more years before Christ.
. The calendar is not a number line.

The zero didn't enter the European culture until the 14th Century crusades. The idea of zero was brought to Europe by the crusade soldiers who took the idea from the Arabs. In fact, there is a whole sub-culture dedicated to the study and meaning of zero. Some believe zero doesn't exist and it's used simply to make math easier to understand. After all, how could you desribe nothing if it is nothing. Nothing means nothing. Yet we fail to understand as a culture what nothing is.

Our calandar was calculated using Roman Numerals, which has no zero. 1 BC was followed by 1 AD. The zero was invented by the Arabs centuries later.

There was no year 0. The medieval scholar who created the Gregorian calendar left it out as well as getting Jesus' birth date wrong.
