I always teach a funnel approach - start broad and then narrow down with supporting topics to a conclusion. Start with something broad -- some statistics about the prision population in CA, why people wind up there, who is there, how many prisions, etc. Then pick some topics - such as, prison conditions, day in the life of a prisoner, working conditions (for wardens, etc - understaffing, etc). Then sum it up with a conclusion and you are done!

You need to establish your point in the first (introductory) paragraph. Let the readers know how overcrowding impacts CA prisons and go from there. There will probably be a couple of ideas you want to emphasize.

I would start with using figures that show the percentage of incarcerated people that are non-violent offenders, especially those incarcerated for possession of marijuania, and other drugs.

If these people were released, or sent for rehabilitation instead, the prisons would not be overcrowed.
