As said below, lack of iron can cause this.
What might moderately help is Neutrogena brightening under-eye cream. It comes in a small tube, and I am not 100% sure that the name I gave you above is correct. If you go to a local drug store...such as rite-aid...you should be able to find it.
It probably won't work wonders, but it can help.
Cucumbers and soaked tea bags can also be of assistance.

I will be honest with you! Dark circles in particular are believed to frequently be hereditary. This doesn’t mean that you can’t do anything about the conditions, but you should be prepared for minimal success actually trying to get rid of them.
Identify your allergies! If allergies are the root of your problem, you simply need to treat them or remove the allergen. Talk to a dermatologist for help determining what you may be allergic to.
Get plenty of sleep nightly + Treat your skin while you sleep (overnight facial masks) + Before sleeping take a washcloth and wet it with cold water, squeeze out any excess water, and place it over your eyes as you sleep + Apply cool damp caffeinated tea bags for about 10-15 minutes, keeping your eyes closed (reduce swelling and discoloration) + Use ice cubes wrapped in soft cloth + Put cucumber slices on your eyes daily (reduce puffiness and refresh the appearance of skin around the eyes) + Wash your face with cool to cold water in the morning (cold water will cause blood vessels to constrict and reduces swelling) + Wet Q-tip, freez it for a little while, then gently wipe under your eyes in the areas where the circles are occurring + Use eye cream containing vitamin K and retinol (reduce puffiness and discoloration significantly in many people) + Avoid rubbing your eyes + Have a balanced diet and drink plenty of water

Mary Kay makes an awesome concealer that covers dark under eye circles, blemishes etc. I have racoon eyes myself and it works wonders! You have to put it on using your ring fingers since the skin around your eyes is very thin and delicate and those two fingers are the weakest. You can get it from your local consultant.

This is natural for everyone. Go to your dermatoligist she may recomend something. I have actually experimented with my circles and i use something that helps my acne get lighter if it scars. If you use mascara alot then it could just be because it might not rub off all the way in the shower or when you wash your face. In this case use makeup remover.

use a green concealer...yes, that's right...green. Green negates red, in particular, but i have also found it to work on dark circles. rub it in and apply powder on top or possibly even regular concealer, as well. There are also cooling patches you can place on top that will help.
