No matter how much "quality help" you got on the job there, if a storm took down power lines along a whole stretch of streets it will still take a while to cut up all of the broken branches, get them out of the way, take off any broken wires, pull out any broken poles (or bolt a good pole temporarily to the broken stub), run new wires to the new pole, and repeat that for every stretch that has a problem. Add to that the fact that if a lot of wires are down they start with the ones that are the biggest emergencies (lines serving hospitals etc) so you could be the last on the list for all you know.
