The declaration of a new law is the first answer. The people in a democratic way here in the colonies voted and signed that this would declare their independence from the tyrannical forces that be. It gave governing powers to the colonialists, and the power to send Ben Franklin as an ambassador to France from America to try and convince them to help us in the revolution. In other words it gave our fore fathers the right to refuse the British government and king George, and any other tyrant for that matter.
