This all depends on what *specifically* you're referring to. Many people confuse amusement parks and theme parks as the same thing when they're not.
Amusement parks are large parks with assorted rides & entertainment. Theme parks revolve around a particular them and make sure all things within the park match that theme (i.e. landscaping, architecture, etc).
If you want the state with the highest number of both combined, that would be California with a total of 23 parks (Disneyland's Magic Kingdom and California Adventure are two separate parks).
Next up would be Florida with a total of 18 parks (Disney World's parks are considered individual parks on one resort, so 4 of those 19 are for Disney World alone...Universal Studios and Islands of Adventure are also considered two separate parks).
This does not include stand alone water parks, but does include parks that have waterparks attached.

Are you talking Theme Parks (such as the Walt Disney World(Magic Kingdom, Animal Kingsom, EPCOT, Disney/MGM Studio's) and Universal Studio's Florida (Universal and Islands of Adventure)) or amusment parks (Cedar Point in Sandusky, Ohio or Knotts Barry Farm in Cali) if Theme Parks then I believe California if Amusment Parks Florida.

California, They have Six Flags magic mountain, Six Flags marine world, Great America,Disneyland, Knots berry Farm, Lego land,Sea world,Raging Waters,Universal Studios Hollywood, and that's not to mention all the littler theme parks up and down that state.

Florida and there is a really awesome theme park in Illinois called, Great America. "Looney Toons" is the theme.
