Unused ports are already closed, but maybe that's not what you meant? Are you wanting unused ports to go into stealth mode, or are you trying to prevent lousy programs from opening ports you don't need?
Either way, a firewall will do the trick. I mean a real firewall, not a so-called firewall box. My favorite software firewall for Windows NT and 2000 is Kerio Personal Firewall v2.x which is really powerful and flexible and free for home use. They've got a new version out now though, so I don't know if you can still download it.
Another thing you can do is run "netstat -a" to get a list of all ports that are open. In XP there's an options to show which program is using it, but in older versions of NT you have to guess.

If you mean windows instead of ports. That is a long time ago, but I think you click on the x and a drop down will open and you click on close. Not real sure though. Give it a try.

Make sure that all services that you don't need are not running and disabled. This will stop some ports from being used.
Then if you haven't already, install a firewall, and make sure only programs you want to have access to the internet and want to be accessed from the internet are allowed.
