I make all kinds of goodies for Christmas presents- cookies, fudge, cocktail nuts, popcorn balls, etc.
You might want to make him a friendship bracelet he can wear, or some ornament he can hang from his rear view mirror ( if he has a car).

Always my fave...sweet & simple, yet timeless...do the cookies, sans the I love yous--just unnecessary, save that for the card, which you could also make--and add a homemade ornament with just the date on the back...maybe a smile face or just "...good times"---he will know who, when, & have the memory--no matter what your futures hold.
The cookies will be eaten, the card may be torn & thrown someday, but the ornament will be a keepsake for always...it's also a nice tradition every year you are together. Happy Celebrating!

I love you cookies is better for Valentine's Day.
An assortment of homemade Christmas cookies is real sweet though.
Make sure he's not allergic to any nuts before you make him cookies with nuts or peanut butter; allergic reactions kinda take the romance out stuff.

Make a picture frame then have a picture of you two in it.
Or you could make a collage of pictures of you guys.
Or you could make him a mix cd.
The cookie thing is cute too.
