WTF. He's a baby, he doesn't understand the whole Christmas thing yet. Buy him some clothes, some young baby toys and give him extra cuddles. You don't need to go all out, save your money until they really know what's going on.

My little guy is 9 months so he's a little older. But, since he's grabbing now and interested in the things around him any small toys that make noise are great!
My son had two books from Sassy (we bought them at Target) they sing or just play music. You can even turn them off and just use the book. We got 'Rock a Bye Baby' and 'I'm a Little Teapot'. He's loved them before he could even grab and now at nine months they are still a favorite.
We also got a bunch of little stuffed toys. Like from Disney Store in Winnie the Pooh, Eeyore, Tigger, and Mickey Mouse. My son loves to gibber gabber with them.
Also, at Target they have Parenthood toys. They have real working keys that are metal with a key fob. The key fob actually makes noises like a bell, a car, a honking horn, etc. They also have baby's MP3 player. This is great! It plays all kinds of nursery songs and has a volume control and a lighted panel. They are about $5 each. Some are less.
Also, Fisher Price makes a bear that sings songs and talks. It was $20 at Toys R Us. My son loves it! As well as my 4 month old niece.
My mom has found some awesome toys at the Goodwill. They are vintage fisher price that you probably played with. Some great toys that are sturdy and they dont' make anymore. Just be careful and make sure all the pieces are working and not lose or broken. Also, when we get them home we make a HOT soapy water solution with a little bit of bleach. If your concerned about the smell and it getting on something just use the colorsafe. Same power just gentler on the nose and fabrics.

My son is also a preemie - I know what you're going through with the delay in development...never fear your baby will catch up. My son is now 1 and he just hit a boom in development - don't concern yourself with the development charts or what other babies are doing...every child is different.
As for what to get him...Fisher price, Playschool and Little Tykes have some great toys with the suggested age on the package. My son loves lights so I found him this flashlight from playschool that he would watch forever. He also loved the Little Tykes small piano which taught him cause and effect. His favourite of all, however, is his exercauser and Jolly Jumper. This really helped him develop his legs muscles and also allowed me some time to get some dishes done.

Blankets, clothes, stuff to chew on, Fisher-Price has a couple of great toys that my son loves: roll-a-rounds (they make a bunch of different ones), Star Stacker (traditional stacker, but in the shape of stars and it has tunes too), rattles, unbreakable mirror, special outfit and/or pj's for baby's first Christmas (if you have an Old Navy close to you they have a really cute little outfit that says "Mommy's Little Present"). Honestly, he's not really going to remember, so you don't have to do anything too big. You're his world, he'll be happy as long as he has you.

Try to get him toys to help his development. Get him say one toy that engages him mentally, then another to help his physical development. Personally I'd avoid the Peek n' Play discover dome. I have one, and I don't think their worth the money. Not knowing how preemie he is it's hard to suggest things, but my 8 month old loves her Jolly Jumper (She likes her Jumparoo, but LOVES her jolly jumper), loves having a basket of teething toys and links to dig through and chew, and she also likes toys that respond to her touch (ie. rattles, vibrating teether, toys that she can pick up and hit on something and they make noise.) Toys like the busy ball popper (by playskool) she likes, but I have to do it for her because she's too young. Another thing you may want to try is going to classes together, swimming at the Y, or we LOVE LOVE LOVE our My Gym class. Those both encourage development in many ways. (Physical, emotional, mental etc.)I guess all-in-all, stick with the basics, the new, way cool toys don't seem to be as exciting to her yet. (my 8 month old).

My baby is six months, I have gotten her things that will help promote crawling and reaching for things while playing. So anything that moves across the floor. Or there is this ball that keeps moving around when you try to get it and it will make the baby go after it. It's really up to you, but you have nothing to lose to try to help with his development.

Perhaps a good book? Babies love the touch and feel books, and don't really care about the plot or story. It may help with his hand eye coordination, spend time with his parents, etc.
Chewing items or blocks are great too.
You might want to ask his parents what he likes.
Most babies that age really don't care. You could honestly give him boxes and tissue paper and he'd be happy.

Depending on how early he was get him some learning toys based on his due date, not his birth date. My son was born 11 weeks early and he is now 2 and completely healthy and caught up on his development, and actually ahead in some areas.

First congrats on the new edition to your family.
second make sure you get a Baby's first christmas ornament engraved with his name and the year.
Third he doesn't understand what it going on he doesn't need alot. we would always get the kids the teething buscuits, tooth brushes and special paste, tub toys, and outfit or too--- footie pjs, socks, and an educational toys.---busy box or table, sippy cups.
