First off....they are not rejects. You can clearly see that Christian Cage is a main eventer in TNA and was nothing more than mid-card status in WWE...he deserves his spot in the business. And there is more to the Angle situation than what is being let known. and to answer your question.....yes...they can mention their names...and for two different reasons:
1. WWE owes the name of Christian...thus the reason his name in TNA is Christian Cage. As a matter of fact, I believe the WWE either threaten a lawsuit or did file because he was using the "Captain Charisma" name.
2. Any individual who wrestles with their real name can use their name anywhere or have their name used. I guess it should be added..but it must be their birth name since some people change their name to their wrestling name.... However, the only time I have seen the WWE do this is either on their "on this date in wrestling history" and whenever they refer to a previous match involving said wrestler.

Kurt Angle and Christian are rejects? Look at your little WWE decoder ring and it will tell you that both of them turned down offers from McMahon because they were sick of
being treated like dogs. They now have an easier schedule, health care, and an actual say in their matches.
Stop being such a shill to WWE. I guess the Rock, Stacy Keibler, STeve Austin, Trish STratus, Lita, and Jericho are rejects too. No they all left because they got sick of the way they were treated and the pounding to their bodies.
The Rock said last month there's no way in hell he'll ever wrestle for WWE ever again.
Look at all of the former WWE wrestlers that have died due to the pain killers they have to take to keep up with that scumbag McMahon. Dont' be an idiot and get some knowledge!

Seems to me that it was their decision to leave the WWE. It was Angle and Christian that rejected the WWE, not the other way around.
Sure, they're allowed to mention them. They're allowed to mention anybody they want, from any wrestling company. It would be pretty stupid of them to give the competition free publicity, so they usually choose not to, except on a few very rare occasions (ie- when Rock mentioned Juventud Guerrera at Chris Jericho's debut in WWF back when Juvy still wrestled for WCW).

If they wrestled under their biological name, i.e. Kurt Angle, then yes, but VKM can't use Triple H or Shawn Michaels because they are trademarked names, which is why they're using their real names Paul Levasque and Michael Hickenbottom. Those can't be trademarked apparently.
However if WWE owns the trademark to a name then, yes they can use it, i.e. the Dudley Boyz or Christian.

angle isn't a wwe reject he asked heyman if he could leave ecw for personal reasons but instead he figured out that there were no personal reasons and didn't wanna go crying back to heyman for his job back because if you remember correctly he and heyman weren't exactly getting along before he left so he went to tna but i don't get why he kept going to less competitive brands he started in raw then smackdown then ecw now tna its retarded

Why would they? VKM can't seem to refer to Michaels and H by their real names, so the same principle may apply. Normally companies seem to own ring names.
