depends on who's story you are listening too.
old legend vampires? no, they are strictly a vampire after they are dead of mortal life....something akin to a tortured spirit that escapes their coffin at night.
romantic vampires? like LeStat, no. they are gay.
otherworldly vampires? like Dracula from the anime versions? yes. Vampire Hunter D was the son of Dracul, he is what was called a vampyr or wampyr.
hospital vampires? yes. they are but men and women of medicine that handle blood work for doctors in hospitals.
psychic vampires? yes, every single one of them have kids and blame their childs inability to stay focussed on the child not on their raisin'.
DND vampires? no, that is just a template that over lays an existing character concept in the form of a divine curse.
White Wolf or WOD vampires? no normally although the idea for imagination and creativity exists in a tremere ritual to help the vampire live like a mortal on a daily basis. Concept may be able to breed offspring like Vampire Hunter D.
space vampires? nothing can be known of these since they exist solely in the minds and imagination of authors and readers alike.

Mythological Vampires cannot conceive children because their bodies are dead, as previously stated. But it goes a little farther than that. Both semen and ova require a certain temperature to stay alive, and a vampire is corpse-cold. However, a vampire can bite a woman while pregnant, and according to myth the child will be born with a sensitivity towards the undead, knowing when they are around, sharing some of their habits - such as a nocturnal lifestyle, preferring rare or raw, bloody meat, nightvision, etc. This is the basis behind the Marvel character/movie hero Blade.

Yes. I could have this wrong but they cant breed with full-blooded humans. Or they can only breed with humans.
But either way, the can breed. But young ones are hard to take care of and they feed off of their parents or someone willing until a certain age.

Vampire lover here. I've never heard of one having children, so I'll have to guess that they can't. Hmm, I've never heard of werewolves having offspring, either.

Yes,vampires can have children. Vampire bats that is. If you are talking about dracula type vampires, then definitley. They have little itty bitty baby vampires that say googoo gaagaa gimme-your-blood!

No, because they have no way of sustaining life. There's no blood flow through their veins, no heartbeat, no breath, etc.
