Coal is made from old plant material. Plants do not live in Antarctica (very, very few). The coal could have been formed when the plate was in a more hospitable environment and moved to the poles by plate movement.

Coal also only forms in swampy, marshy, hot locations, like in Florida. Therefore, for there to be coal in Antarctica, the same conditions must have applied. So either everywhere in the world was subtropical (impossible) or Antarctica has moved.
