I think it means are the ends of the sleeves rolled back. Like in pants that are cuffed...they are folded up at the bottom.

Are the sleeves turned up at the ends. turning up the sleeves at the ends is called cuffing...so the buyer would like you to look at the coat and see if the sleeves are cuffed at the end.....
