I will usually say Hi or Hello first. Being the quintesscential gentleman that I am, even to other men.
Getting that first word in, even as a hello, marks my territory, as the top dog in the alley.

I say it first. Some people are shy and just won't say hi unless they are said hi to. I don't take the chance - I just say it first.

I usually say it first but it depends on who's made the eye contact and the expression on their face, ie a smile!
