I live in Pasadena but moved to Houston but if you go and apply to almost any fast food restaurant, or an old navy they will probably take you. I worked in Old Navy when i was 15.

Three things come to mind...
First of all talk to your high school guidance counselor for a work permit and ask if there is a job board where local employers call the school looking for teens to work. That's how I worked through my high school years.

Like he said, Many stores will take 15 year olds and restaurants. I can't tell you specifically where you can work in Houston. But you could baby sit, clean houses, Baby sitting is very popular.
