Back in Noah's day it did, but God promised He wouldn't cause a worldwide flood again. The rainbow is the reminder of that promise.

it might not flood the whole earth but the rest of the earth will dry up and there will be no more life. So it might as well be completely flooded. Just keep those industrial plants and mills pumping more and more CO2 into the atmoshere untill its too late.

Of course not! I understand that, even if the polar ice caps melted, sea levels would rise a maximum of about 60 meters. That would eliminate all the coastal cities and possibly a few countries (and nearly all of Florida), but the entire planet would not be inundated.
