Did it used to come on? Your water could be turned off at the hose...you could have a blockage (unlikely)...your pipes could be frozen...there could be a kink in your hose. It could be any number of things.

All good answers above, however, there is one more that no one's mentioned. True, there are usually small screen washers in one end or the other of the hose attaching to the water valve, and they occasionally need to be removed and cleaned if possible, replaced if not. Occasionally I come across a set up where there haven't ever been screen washers in the hoses, either end, and the junk that sometimes comes up from wells, or in from the municipal water supply winds up in the valve itself, stopping water flow, or at least cutting it down to a trickle. If you can get the hoses off the water valve, take a small tool, (one of those little advertising screwdrivers with the pocket clip work quite well), and try probing around in the opening of the cold side of the valve. Be careful not to pry too hard. If there's stuff up in there, it should start falling out. If it appears you're getting results, then get a spray bottle with either plain water or window cleaner or something liquid and spray it up into the opening to water the stuff down and allow it to flow out. Repeat a few times and then hook it back up and try it. I've saved more than one valve this way.

My washer does the same thing periodically. The solution in my case has been to simply clean the small filter at the washing machine end. It seems to be doing its job, collecting rust and sand from my well water.

The water valve where the hose is hooked up is probably
defective - its a solenoid operated valve. Pull the cold water
hose off and see if the little strainer is clogged up. If not,
swap it with the hot water hose and see if you take water when
hot is selected. If so, the valve is bad and needs to be replaced.
Not that difficult for somebody handy.

Turn off the cold spicket. Disconnect the hose. Turn it back on slowly and see if water comes out. If it does then there may be a blockage but most likely you need the machine serviced or replaced depending on cost. If no water then you need to find the cold water shutoff or source and start there.

Many times the filter in the end of the hose is plugged. Unscrew the hose from the shut off. The filter is part of the o-ring you will see inside the end of the hose.
