I was offered a job to type as some one talks over the phone. what is the position called?

Well, the activity you describe is "taking dictation"
Often an administrative assistant would do this.

A person who answers the phone is usually a receptionist, but it sounds like there is more to what you have been offered.

Is actually called "Dictation". What you are doing is "transcribing" the talking, but the act of doing it with a typewriter or shorthand script is usually referred to as Dictation. A Dictaphone machine is a type of recorder that secretaries have used to let the boss record his comments or "dictation" and then the secretary can type it down from the recording. Before they used that, or along with it they wrote in Shorthand. Shorthand is a very fast to use script that lets you jot down as fast as somebody can talk. You then "re-read" the shorthand at your typewriter, or listen to the dictation tape and type it down. Seldom do folks type on a regular typewriter at the same time as the noise would override the speaker. Secretaries have used headphones for the dictation machines. My wife used to use the dictaphone machines, and my Mom used to take shorthand in the 50's.

Usually when someone is dictating a stenographer will take the
information and then type up what is said from their notes and
type it up. I never heard of someone typing directly from a phone conversation they must be master typers.
