Had measured 10 volts A.C between neutral & ground. Can this be the problem, why? What need to be done to get rid of the voltage between Neutral & Ground

The neutral carries the unbalanced load and no it's not a problem. You can balance it by having equal amperage breakers on each side of your panel.

If there is a load on the curcuit there will be a smal amount of voltage on neutral. cut what ever is on that curuit of and voltage will disappear.
