Lots and lots of sea animals eat sea weed.

You have all your aquatic herbavorial mammals (manatees, dugongs) eating sea grass .

Sea urchins eat kelp. Also there is (some) Sea snails, (some) Crabs and (some) Fish.

All kidding aside, one that does is the sea cow. There are many others, but that one seems so appropriate
