I don't think that is terrorism, they kill, as always have done, whoever interfere in their politics, remember they went all the way to Mexico to kill Beria, only that back then, they didn't have the radioactive poison, don't think there is democracy in Russia, this guy Putin is just a pupil of Stalin..☺

It is not necessarily terrorism as we understand. But it is, if proven to be done by the Russian government, something that can be interpreted as terrorism by the British government, as the poisoned person was a British citizen. However the British government would never say anything like that becasue Russia is too big, too powerful, and too close-by.
