I don't recall a lot of looting by New Yorkers.

I was at the World Trade Center on 9/11. Even in the midst of total chaos around them, people evacuated Lower Manhattan very orderly--and there were plenty of good Samaritans that helped along the streets of New York. New York City has an excellent infrastructure of services, and certain areas of Lower Manhattan were indeed restricted, but as time went on, those restrictions lessened.
Another difference between 9/11 & Katrina was that New Orleans was totally disabled and the flooding impeded rescue & police action in very large areas. The 9/11 disaster was for the most part isolated to a smaller area & in primarily a business core area.

Because there was no widespread disruption--or complete loss--of law enforcement services on 9/11 like there was in the aftermath of Katrina in the New Orleans area. The police and even the National Guard were at en force in NYC, so it wasn't even close to becoming necessary to invoke martial law.

Because New Yorkers did not go crazy stealing things. It was a totally different situation. Not that what happened to the poor people during Katrina didn't need that stuff. If that started to happen in NY they would of called for it also.Good Luck!

After Sept. 11 people were not looting and such. It was not the chaos that Katrina caused.

I believe the government reaction to 9/11 was appropriate.

Why not ask why the mayor didn't evacuate when he was advised to.
Oh but we can always say that Bush caused it with his secret weather device.

So they could go door to door and confiscate the guns from all the honest people so only the crooks had them. That way they and only they (the government) could offer you "protection". Yeah if we didn't';t have them we sure as hell wouldn't need them.
