OH NO! I've been dreading a question like this as they are my two favorite characters!
As much as idolize Jessica Rabbit, I'm going to have to go with Betty Boop. Betty Boop was the first cartoon character to fully represent female sexuality. Without her there would have been no Jessica. For that, Betty wins the sexuality contest, however Jessica would look better in the nude -- I mean swimsuit.
