What sites provide reliable people searching?

Question

We want to try to locate my husband's piece of garbage bio-father and hopefully his half brother and sister. I just don't want to pay 20-40 for the public records information if it is unreliable. Has anyone ever really purchased one of these things, and has it provided reliable information?

By the way, we have had no luck on the regular whitepages, etc. However, on peoplefinders.com it appears that there is one who could be the right person, but you have to pay.
