it was an oligarchy, which is a gov't controlled by a small group of elite men. there are many reasons for this so do a little more research. Wikipedia is a good start, look under ancient rome.

No. Democratic is literally every "citizen" gets a vote. They were really a republic because of the Peoples Tribune in the Roman Senate (a position they had a chance to vote on, even though the elections were often corrupted) but the plebs also had the Peoples Assembly, which they could meet and pass legislation above the Senates authority. Of course the Peoples Assembly was extremely hard to coordinate and was not a regular conveining legislative body as a whole. There were smaller assemblies that hard part in local governement affairs, but the large body of citizens it took to pass a law above the senate. Thus, they were largely ruled the the wealthy heretical senators, which is much more of the republic form of government vs a democracy, like Athens pre-greek empire days.

the republic was not democratic per-se. the only high office that had anyone voted into was the the office of the Counsels. The Senate was attainable only to the elite of their society. It was not until late into the republican years, that the members of the "middle" class were able to become senators.
There were citizen groups that made laws. They would best be described as committee's that ran the day to day laws of daily life. But these groups were made more from appointees, rather than elected officials.
But then, this is what a republic is. A group of people make the rules for the society. But they are not elected.

I believe at first, it was a republic, but then Julius Caeser took over and started the reign of the dictators/Caesers.

Uh- they had a republic.
They were ruled by Emperors around the BC AD change-over. The last emperor was Ceasar Agustus (Yes the famous one). When he was over thrown, they implemented a democracic republic, in which elected officials represented the public.
