You can't always. It is not a dumb question.
Some uncut men train their foreskin to stay back and some have very short foreskins. Both "look" circumcised. That is also the case when the intact penis is erect, the foreskin pulls back below the glans (head). But a common abnormality does prevent that from happening. When the foreskin is too tight as the child grows older, then a circumcision is called for. That of course can be avoided with a routine infant circumcision.
Various types of circumcisions also complicate the answer to the question. Before World War II (1939-45) most free hand circumcisions were done using a scalpel to cut off the foreskin. Often some of the foreskin was left, sometimes too much. But there was always a scar just beneath the glans where the remaining foreskin was rolled, squashed, and stitched.
In the recent years, a clamp is used and the foreskin is totally removed and sometimes the frenulum. That man is clearly circumcised. There is sometimes a slight scar marking a slightly different coloration of the shaft of the penis on either side of the cut.
If you are asking about yourself and are in doubt consult your mother or father. If you want to know about someone else, ask him. If you don't want to do either, then consult a good professional sex book with pictures of uncircumcised and circumcised men.
It is amazing how much confusion there is. Some even think that an uncut penis is really cut. And vice versa. But the word circumcision means "cutting around" the shaft below the glans of the penis. It is minor plastic surgery not a mutilation.

An uncircumcised man has a band of skin, called the foreskin, that covers and protects the glans(head) of the penis. It is NOT "extra." It's there to protect the glans. And to provide sexual pleasure for both the owner and his partner. Nothing extra about it. It's true, of course, that it's possible to function without it, but pleasure is greatly decreased.
In the past many boys were cut (circumcised) at birth because their parents didn't know any better, and there was a lot of untrue pro-circumcision propaganda that made it seem necessary for hygiene. Now many more parents are opting to leave their boys intact, except that it is a religious ritual for Jewish and Muslim boys.

If the head of his penis has a foreskin over it and it looks like the end has skin that opens up, he isn't circumcised. If the head appears and there is only some skin bunched up underneath that head, then he is circumcised. The best way to explain it is to look at pictures. You could probably find some on the Internet.

I've been mistaken for being uncircumcised when 'at rest'.. the best way to know is when they grow.... i the skin fully retracts and you can see the whole head and the connecting point at the bottom of the head then they have been sniped... my Dr just happened to leave a lot of foreskin, but he sniped me all the way back the the shaft of my penis.. a long time ago, glad i don't have memories of it! If you know the person well enough, just ask 'em. I know I didn't mind telling which I was.

See the link. Wikipedia, it's a great thing. But even so, it's hard to tell for some people because some guys have really short foreskins or their circumcision didn't remove all the foreskin. It happens.

if a guy is not circumcised the foreskin goes over the end of the penis
where as if he is cs it will do that

A penis that is circumcised does not have extra skin (foreskin) however, a penis this is has extra skin at the tip...
