all of the fans spin, lights go on, but it the hdd only spins up if the ide cable is NOT plugged to the Motherboard, RAM works in other computer, NO POST, NO BEEPS, No Picture

replaced mobo/cpu, old one had same prob, brand new power supply tests fine, tried new video card and onboard one, no success.
hdd tests fine in other computer.

So - let me get this straight... you have new
1/ mobo/cpu
2/ psu
3/ ram
4/ video card/chip

and the hdd "tests" fine. What is the basis of your test? Was master or slave or cable select? Did you try replacing the ide cable? Disconnect all other drives and plug cd as master (not cable select) to see if you can get to post.

If there is a reset button on the front panel, disconnect the wires from the mobo in case of short. You may want to try bypassing power switch as well (short together for poweron). Run as minimum system as you can until you can post.

Most likely something overvolted, I had the same problem with my motherboard and the problem was with my RAM, it drains too much power for the motherboard to even start up. Try getting really cheap ram and testing it, it might do the trick and turn on the baby.

lets try this one at a time....try just the cpu, video card and ram and see if you get post...make sure cpu is inserted tightly, as well as video card and ram...if you get post, then connect the hdd...and see if you still get post...does the hdd have an os on it?
make sure your bios settings are correct also

You're plugging one end of the IDE cable in backwards
