No, it is not. It represents one-half of the national championship. The AP represents the other.

The reason the BCS represents half is due to the USA Today/Coaches Poll and an agreement from the major conferences to abide by this system.

The AP Poll is separate and is not under an agreement, like the USA Today Poll, to vote the winner of the BCS Title Game #1 if it so chooses.

The AP can also crown a D1 football champion. Since one reason the BCS was organized was to get rid of split championships, I'd say its doing a lousy job. When LSU and USC split the championship a couple years ago they should have dumped the BCS thing then and there.

The BCS is what decides the national championship teams. The winners of all the BCS games are considered somewhat national champions.

For a team to be the true champion they have to be #1 in AP and BCS
