It's possible that your phimosis will cure itself over time. Phimosis is very rare for people 18 and over, but it's rather normal until then. However, if you want a retractable foreskin now, there's nothing really wrong with that either.
As long as your phimosis isn't so severe that it causes you pain or major discomfort upon erection then you should try stretching exercises first. Basically, you take two fingers and stretch the opening of the foreskin as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side. It's a little hard to describe and may take a few tries to get right. This is perhaps best done after a bath because the skin will be a little more relaxed. Do this exercise for a few minutes each day for a few weeks to a month. In the vast majority of cases this works.
If this doesn't work, there are prescription creams that'll help when combined with the exercises. If that doesn't work then you should probably consider surgical intervention (which doesn't necessarily involve circumcision). The first two links are general info about how you may go about this. The last link is a surgical alternative to circumcision that you should only really consider if the stuff described above fails you (which happens rarely).

Depending on the severity of the problem (some men with phimosis cannot retract their foreskin at all, while others have problems with difficult or painful retraction only when their penis is erect), there are a few solutions, including:
gentle stretching of the foreskin, sometimes with the help of creams or steroids to provide extra lubrication and relieve inflammation, that can relieve mild cases of phimosis
making a slit in the dorsal (top) side of the foreskin, a medical provider's procedure that allows the foreskin to be more easily retracted
circumcision, the surgical removal of the foreskin (typically done with a local anesthetic), that cures phimosis

You might be able to get your foreskin loosened by a qualified Doctor or specialist called a Urologist. Otherwise, unless your phimosis reduces to the extent that you can live with it, you need to be circumcised. That's no bad thing: circumcision is cleaner,
proven to reduce the likelihood of STD's (sex infections) and quite Cool... I speak from personal experience. Good Luck!

Yes it can be cured easily, but you'd need to see your doctor. Usually they get you to use a strong cortisone cream for a few weeks to loosen the skin, but you will need a prescription (and more detailed instructions) for this.
