2) Create a website with your information of your friends and public on internet
3) Use Yahoo Messenger, Yahoo 360 to public your announcements.

To tell you the truth-- there is no best way. Simply because pepole try not to publish their real information online.
Also the search results differes depending on how much information you know about that person.
