Actually if you are looking for cheap or inexpensive clothing go to your nearest Good Will Store. I am sure they are a nation wide thing that not only will produce some really nice clothing but helps disadvantaged people in the process. My neighbor took her girls there on a lark and they came home with new clothes that were in style for school this year. Two big bags full for like $6.00. You can't beat that with a stick I must say. Give it a shot what do you have to loose. You can even go retro there if you choose.

Do they have outlet malls in the Chicago area? Being such a big city, I bet they do. If they have a TJ Maxx that would be a good store to check out also. I work with ladies who wear the cutest, trendiest clothes and most of it comes from TJ Maxx. TJ Maxx gets the overstocks from a lot of the top fashion stores and has name brand clothing, shoes, purses, perfumes, housewares, etc. You may have to check the store several times a month, because they get shipments all of the time.

Well everyone else list most of the stores. What about Sears??? Don't tell me there isn't a Sears out ther and yall have that stanky skyscraper headquarters that sucked up what Detroit had going for itself (K-Mart).
Also, I heard Forman Mills was having a midwestern expansion plan that included Cleveland, Detroit and Chicago.
they already renovated and opened three stores here in Detroit and we love this store. Don't know if they've opened the stores in Chicago yet. Its reasonable and you should have to pay more than $20 for name brand Jeans like Guess and Polo.
So that's all I have. Also, dont forget......

I'm not exactly sure which of these you have in Chicago but I always find amazing deals and cute clothes/accessories at:
Charlotte Russe, Forever 21, Ross, TJ Maxx, Marshalls, Aeropostale and LVL X.

That'll depend when you are going to the shopping... If there's like an special events usually there will be a lots of clothing stores that will be at low price lol. I don't know if you'll like the clothes at the store that i usually go to... But its at Pentagone that I sometime buy my clothes, there are usually clothes that costs at 5.00$. You just need to have patience and keep looking.

Forever 21 is fantastic, I've gotten dresses there for $10.50. I get compliments on my clothes from there all the time.
