No less safe than it is to go through your daily routine at home with a broken arm. And if you are flying you might even be able to get on the airplane first. I wouldn't let this inhibit me unless I was really in severe pain.

well it's prefrable to leave the arm at home and only go with the rest of the body. In some cases the broken arm may become jealous so always leave a extra one home when you go out

I presume your arm is in a cast. Of course you can travel but you are not allowed to drive . Insurance does not cover you .

They would probably avoid you like the plague on a mountain hike but if you attached a sharpish metal band to it, reflecting light off it in the bizarre, it might deter purse snatchers.

As long as you're not driving and you have it properly strapped up/stookied.
Might be a bit uncomfy in the heat not to mention the swimming pool.
