Shaving will itch no matter how you prepare your skin or what you put on after wards. What itches are those super short, blunt, coarse, hairs poking into some very delicate skin. The best routes to hair removal without the itch factor are ones that remove the entire hair so a soft tip is what grows out instead of a "cut" one that feels sharp. Try waxing, electrolysis, laser, etc.

Make sure that you use a loofa or something to exfoliate the area a day or two after you shave. That keeps the hair from curling back into the skin when it starts to grow which is what will cause the itching and redness. Other than that, any good moisturizing shaving gel should work.

use a non-iritating antiseptic once you're done. Aloe is best and it softens the area. it will itch when it grows out, so the best thing is to soap the area when u're showering and midly rub a pumice stone in circles to loosen the ingrowing hair.. u'll find instant relief. or start waxing, hurts like hell when you're at it, but you're in peace for the rest of the month. over time it hurts less and less. shaving will make the hair thicker and the itch will get worse.

If you get an itch just after you shave, then you are probably allergic to the soap or shaving cream that you used - see if you can find something gentle and moisturising. The itching when the hair regrows is impossible to avoid unfortunately.

Try baby Oil, its gentle and soft on the delicate skin. Electric Shavers work too, yet they dont get every hair, down to the root. Shaving carefully with a 3 bladed razor works great. I do it every other day, so I dont get irritated skin.
