Yes it is called 'A Mom for Christmas'. The mannequin comes to life and then they have to fight to keep her alive once Christmas is over.
It is my favourite childhood movie and I still rent it out from the video store each Christmas. They don't play it on the tele anymore.
Olivia Newton John plays the mannequin but I'm not sure who plays the little girl.

It's a Disney movie made for TV, and it's called "Life-Size". Tyra Banks plays the mannequin, and the only reason the movie is worth watching is cause Lindsay Lohan is in it!

Evidently a remake of a movie which came out a decade earlier, "A Mom for Christmas", so the one you're thinking of could be either.

The only movie I can even think of about a mannequin coming to life was titled: Mannequin. It starred Andrew McCarthy and Kim Cattrall. It was released in the late 1980's. I don't specifically remember a Christmas theme to it though.
