do you mean MAKE a WEB site?
If you want to create a web site for free try geocities, angelfire, 50webs or zoomshare. All free.. There are others out there as well. Take your pick.

You might want to first think about doing a little studying on the basics of html, heres a link to a good tutorial to start u out http://www.w3schools.com/html/default.asp
Also find yourself a good wysiwyg (what you see is what you get)editor. Heres a good open source app. that is pretty good http://www.nvu.com/download.php
If you run into any problems use a search engine to find out more info, theres a wealth of information out there.

ok first of all geocities is free to MAKE a website but you must pay to publish it.and zoomshare flat out sucks.i suggest using freewebs it is the best one ive ever used and its free.
