I see this way too frequently to be a random act. I thought it was some sort of code only understood by homeless people, but maybe not. Any ideas? What does it mean??

It means there is a drug house nearby, if you need some.

I live in the ghetto and what I've heard is that a pair of sneakers over the utility lines mean that there is a dope dealer near by. I always thought that was funny cause I used to sell drugs and there are a pair of sneakers on the utility line in front of my house and I didn't put them there. Go figure.

It means the same thing as a children's swing wound around and around the suspension bar of the swingset, at the local park. I've seen this way too frequently to be a random act, also. :o)

Someone wanted to see if they could make the sneakers hang from the power line, and they want to see how long it will be before the heat from the power line burns through the laces.

i live in smalltown,ga.we saw the same thing so we asked around and was told gang activity was nearby.that sure is an expensive and imature way to mark territory.i thought the town belonged to everyone.my mistake.

It means some kid threw someone else's sneakers on the line, knowing they couldn't retrieve them. It's immature and inconsiderate.
