Try the American and Japanese 'Manga' publishers. It is very possible these days to transmit your work via the internet.

A frind of mine does 'Desk Top Publishing' for a Japanese company. He has never met his employers! His interview was conducted by video conferencing and he now contracts with the company on a weekly basis how much work they want him to do. He is then sent what the company believe is the right amount of hours work that my friend wants to do. (It always takes him less time than the firm allot). And an international BACS transfer goes into his account on the last day of the month, for the previous months hours that he contracted to do.

I don't see why foreign toon and manga mag publishers wouldn't be able to do the same?

Probably as an illustrator of adult literature. Try browsing these books and taking a note of the publisher's address and contact them.
