Just distribute and combine like terms.
Since there are no coefficients for the things in parentheses, just combine like terms:
(2+3i)+(7+i)
= 2 + 3i + 7 + i
= 9 + 4i

Sorry, I misread the question.
Just combine like terms: 2 + 7 = 9
3i + i = 4i.
Answer: 9 + 4i.
