You forgot to include Jason Todd, but it's probably not him so whatever. If Robin was Dick Grayson exclusively, then they would've said so. Beast Boy was called "Garfield", so they could've called Robin "Dick". I think it was supposed to be left ambiguous because this Robin is a little like both Tim and Dick. It's true that Dick Grayson becomes Nightwing, but Tim Drake uses bo staffs like this Robin and has an extremely similar costume. Then again, Dick Grayson fell in love with Starfire and almost married her. But Tim Drake was a master detective and very observant. The list goes on. The most likely answer is that he's both. The reason this Robin isn't much like Jason Todd could be because Todd was too much of a loose cannon.

Unlike most other superhero television series, the Teen Titans characters maintain their superhero identities at all times, though the series hints at the concept of an alter-ego or secret identity.
So while the series never has exactly said that Robin is Dick Grayson, this identity is often implied. For example, in "Fractured", Robin's alternate dimensional counterpart Larry gives as his real name Nosyarg Kcid, which is "Dick Grayson" spelled backwards.

He is a hybrid of the two, If I had to pick one it would be Dick because Tim and Koriand'r were never involved romantically

It's Mr.Grayson, although they don't actually say there's the episode were he's Nightwing and the episode with the alternate reality dude and they show his name go across the screen and its the reverse of *****.
