I am currently the Program SPecialist for After School Programs at my school district. I have attached some resources that may help with you assignment:
This site will give you data:

This site is useful to keep you informed about some actual programs:

in no particular order, they:
1) keep latchkey kids out of trouble.
2) help build positive social skills.
3) build self-esteem through a sense of accomplishment.
4) create or (or build upon) skill sets outside of the classroom. for example: if a school doesn't have a music program, it allows young people to learn to play music. if the school does, it helps students hone their skills.
5) give young people something to do other than play video games or stand around being bored (see 1)

A lot of parents have to work these days so the kids have to fend for themselves after school until they can get picked up or their parents get home.

After school programs can teach kids lots of things. They can play sports, they can do activites that teach them teamwork, friendship, math skills, reading skill, you can do your homework there, etc. It really can help them get ahead. Its much better than going home alone to the tv or video games.
