If you are really wanting to begin, call your doctor. However, the reason for waiting for your period is because birth-control pills will establish a cycle, and the hormones need to be taken at particular times in that cycle to be most effective. So I don't think you'll be able to start a pack without starting your period.

Okay, so you had sex a month ago, and haven't gotten a period? There is a chance that you could be pregnant.

But anyway, if you aren't, just start the pills on the day that matches the first day on the packet - normally you start them the first time around when you get your period so that the next period will come at the schedule you are used to.
The pills themselves will set a new cycle for you if you start taking them now. You'll probably get some irregular bleeding in the first few months as you body gets used to the pills, but you'd get that even if you started taking them when you get your period.
