There could be a couple of problems here. If the whining noise comes from your tires .... it could be the brake pad indicator telling you that your pads are low and in need of replacement. If your tires are making a different type of noise when you push down on them ... then you definitely are in need of pad replacement.
The whining noise could be the indicator but if you have a grinding type noise when you use the brakes .... it only means trouble. Your pads are completely worn away and now you have metal on metal (which is not good).
Safest suggestion, go to a place like Midas or any other garage and have them look at them.
You need your brakes.

Sounds like a wheel bearing. Yes, it could be brakes. How many miles on the car? If it makes noise with the brakes on or off, sounds like a wheel bearing. You will need to take the brakes off to get to the bearing anyway. Good luck.

something wrong with the brakes eh.. take it to the garage. it might just need to be cleaned, but instead of taking that into your own hands get it looked at, the whining noise, might be the same thing

when you push your brakes and they make noise that means it time to change your break pads, the noise is a warning so you know that, the other noise no way to tell unless someone can hear it, sorry

sounds like you have a wheel bearing going out. Can you isolate it to one wheel? If so then that is probably where the problem is. With out anymore information on the make and model of the car sorry can't be of any more help.

is it more of a whining, or a groaning noise, could be your transmission also, but could be as simple as a loud set of tires. have you gotten newones lately, and if you have, then it could just be a loud tread pattern. but it could also be a bad tire, or tires, have them checked, as you might have a broken belt, and an accident waiting to happen.

brakes need cleaning...the pads crystalizing or needs changing and other noise might stop when you change brakes.

Have it looked for brakes or ball joint problems...
Check it soon if you have over 45k...
