I have replaced the spark plug for this winter season, but want to be sure the oil/gas ratio is correct in the engine. I was able to start the blower only once with the old spark plug and now I'm supicious that my brother put in gas from the wrong storage gas tank.

There is no practical way for you to test it. Pour off the gas and dispose of properly. Start with fresh fuel and mix to manufacturers specifications. If you have any doubts, do not chance it. Running the engine with too much oil will cause excessive smoke but running the engine without enough oil will smoke the engine (kill it)!
Be aware of what is called "phase separation" if you are in an area with 10% ethanol in the gas.
The ethanol absorbs water and then separates out, leaving the water/alcohol mix on the bottom and crappy, unusable gas on top. I learned this the hard way and now make sure I am using fresh gas, to which I add a fuel stabilizer, for my mix.

In 2-cycle engines, you are required to mix 2-cycle oil with the gas. Each manufacturer has a different requirement for their engine identified as a rtio, i.e.200:1, 100:1, 50:1, 32:1 etc. Most engines identify on the tag or gas cap this ratio. If you are unsure of the mix that you have, DO NOT USE IT, it will cause engine damage. A mix of 50:1 = 2.6 ounces of oil to 1 gallon of gas. Calculate from there your proper mix.

You should blend the oil and gas before filling the tank.
Too much oil and the engine will smoke,too much gas and the engine will race.
Either way the engine should start.

Well too much smoke and you have too much oil! But if you cant get it started thats not much help. Empty the gas tank and fill it up with the good stuff.

Just drain the tank. then your mind will be at ease. there is a hose under the tank that leads to the carb. Remove and drain.
